In a large mixing bowl, combine cooked ground beef, rice, cream of mushroom soup, milk, 1 cup cheddar cheese, Worcestershire sauce, garlic powder, onion powder, salt, and pepper. Stir until well combined.
Spread the beef and rice mixture evenly in your prepared baking dish.
Sprinkle the remaining ½ cup of shredded cheddar cheese over the top.
Bake uncovered for about 25 minutes, or until the casserole is hot, bubbly, and the cheese is fully melted.
Let the casserole rest for 5 minutes before serving. Garnish with fresh parsley if desired.
