- Preheat oven to 400°F (200°C).
 - Boil water and milk in a saucepan. Remove from heat and stir in mashed potato powder. Set aside.
 - Mix ground beef, onions, brown sugar, and Worcestershire sauce in a bowl using your hands.
 - Add bread crumbs and egg, mixing thoroughly.
 - Press meat mixture evenly into an 8-inch square baking dish.
 - Spread mashed potatoes over the meat.
 - Sprinkle with shredded cheese and bacon bits.
 - Cover with foil and bake for 30 minutes.
 - Remove foil and bake an additional 10 minutes until golden and bubbly.
 - Let cool slightly before slicing and serving.
 
Notes
Try topping with green onions for extra freshness. You can swap cheddar blend with mozzarella for a gooier finish. For a lighter option, use ground turkey instead of beef.
