Preheat oven to 400°F (200°C). Line a baking sheet with parchment paper and lightly spray with cooking spray.
Steam broccoli for 5–7 minutes until tender. Drain well and allow to cool slightly.
Finely chop or pulse broccoli in a food processor until it resembles coarse crumbs.
In a bowl, combine broccoli, cheddar cheese, eggs, almond flour, garlic powder, onion powder, salt, and pepper until evenly mixed.
Scoop about 2 tablespoons of mixture and shape into small rounds. Place on baking sheet about 1 inch apart.
Bake for 15–18 minutes until golden brown and set.
Cool slightly before serving. Enjoy warm or at room temperature.
